Kominfo, Through BAKTI, Signs Satellite Capacity Provision Contract
Kominfo, through BAKTI (Telecommunication and Information Accessibility Agency), signed contracts following the procurement process for satellite telecommunications capacity and internet service provision as part of the national digital transformation initiative. Six tender winners were announced on January 13, 2021, with Letters of Appointment issued on January 27, 2021. The contracts were signed with the following six companies:

- PT Dwi Tunggal Putra
- PT Primacom Interbuana
- PT Telekomunikasi Indonesia Tbk
- PT Indo Pratama Teleglobal
- PT Pasifik Satelit Nusantara
Since 2015, the government has planned the development of satellite telecommunications infrastructure through the Government-to-Business Cooperation (KPBU) project for the Multifunctional Government Satellite (SATRIA), which is intended to support high-speed internet services in approximately 150,000 locations.
Given that SATRIA services are only expected to begin operations in 2023, BAKTI Kominfo initiated cooperation for satellite capacity provision with five satellite capacity providers under the Stage I Satellite Capacity Provision project in 2019. This initiative aimed to optimize procurement efficiency for satellite infrastructure. The capacity was delivered using High Throughput Satellite (HTS) systems operating in the Ku-band frequency, providing approximately 21 Gbps of throughput to cover all regions of Indonesia.
Satellite capacity services have been operational since September 2019, supporting transmission needs for Internet Access projects and Last-Mile BTS services. As of January 2021, the Stage I Satellite Capacity Provision project had served 5,224 Internet Access locations and 1,682 Last-Mile BTS locations.
According to the tender results, the total satellite capacity from the six winners amounts to approximately 9 Gbps, which is planned to serve around 4,574 Internet Access locations. These providers will utilize High Throughput Satellite (HTS) technology operating in either the Ka-band or Ku-band frequencies.
The beneficiaries of the Satellite Capacity and Internet Service Provision for Digital Transformation project include local government institutions, particularly village offices, schools, health centers (puskesmas), public service facilities, and communities in underdeveloped, frontier, and outermost (3T) regions.
The project will adopt a service lease scheme, both for satellite capacity (per Mbps per month) and internet service (per Mbps per month), with an estimated annual lease or service procurement value of approximately IDR 679 billion. The framework contract is valid until December 31, 2024, and can be extended upon mutual agreement.
